EFF: Phony HTTPS Everywhere Extension Used in Fake Tor Browser
ESET researchers recently discovered a false “trojanized” version of Tor Browser that collectively stole $40,000 USD in Bitcoin.
This does not mean that Tor or Tor Browser itself is compromised in any way. It only means that attackers found a new, insidious way to create and distribute a fake version of the Tor Browser. In this case, attackers also faked EFF’s own HTTPS Everywhere extension using a modified manifest.json
file with a few settings changes. The attackers used a fake HTTPS Everywhere extension in their campaign because Tor does in fact package the HTTPS Everywhere and No Script extensions into its browser. Including details like normal extensions in the trojanized version of Tor could prevent eagle-eyed users from catching red flags that indicate they’re using a fake browser.
Nefarious HTTPS Everywhere Code
The manifest.json
file in web extensions states explicit permissions and scope of activity the web extension will commit. In this attack, this modified file widened the scope by adding content scripts. This allows the extension to load scripts into the browser and potentially modify what the user sees and interacts with on various web pages.
In this case, this content script notified the attacker's C&C (Command and Control) server and in return loaded further scripts that modify the user's experience: in this case, changing wallet addresses on the commonly used Russian money transfer service QIWI, or on Bitcoin wallets located on various Darknet markets.
Trojanized Tor Browser
This malicious download of Tor is older (version 7.5) with its xpinstall.signatures.required
settings set to false, which disables a digital signature check for installed Tor Browser add-ons and bypasses the HTTPS Everywhere signature check.
This modified version of the Tor Browser targeted Russian-speaking users and presented them with “out of date” warnings. This prompted some to click a button to “update” to the trojanized Tor browser at the fake domains tor-browser[.]org and torproect[.]org. (The authentic domain is torproject.org.)
Researchers discovered advertisements promoting the fake Tor Browser in spam messages on Russian forums, covering topics such as darknet markets, cryptocurrencies, internet privacy and censorship circumvention. The advertisements falsely promised to help users bypass CAPTCHA and Roskomnadzor, a Russian censorship body in media and telecommunications.
The most insidious part of these advertisements was tricking people into believing that the trojanized Tor Browser would guarantee anonymity. In fact, the attackers behind this trojanized Tor Browser set a unique identifier in the modifications: a custom user-agent, a text-based identifier that allows other hosts to see what software and operating system the user has. So even though the real Tor proxy was still present in this browser, ultimately anonymizing user’s I.P. addresses, this custom user-agent allowed the attackers to create and track a very specific fingerprint on their victims. That also means that any victims using this malicious browser could still be fingerprinted and tracked by a myriad of other observers.
Conclusion
This campaign relied on the user not catching a few red flags that indicate a potentially fake or malicious Tor Browser but are easy to miss. Some of these red flags include:
- Fake domains for downloading Tor browser
- Unverified signature for the download
- Outdated Tor Browser version
- Non-AMO (Mozilla Add-ons Store), unverified HTTPS Everywhere extension
- Modified scope of HTTPS Everywhere permissions and activity
- Likely no NoScript extension present to block Javascript (Assumed from report)
Even though this was a targeted, atypical attack, it may still concern some users. With these red flags in mind, here are some tips and helpful links to ensure you are using the proper Tor Browser:

EFF: Facebook Faces Another Congressional Grilling
Facebook chief executive Mark Zuckerberg was called back to Capitol Hill to speak about the company’s impact on the financial and housing sectors—particularly in light of its proposal to launch a cryptocurrency wallet, Calibra, and its involvement in the creation of the Libra cryptocurrency.
We’ve criticized Facebook on many fronts for years, and we share the wide ranging concerns of lawmakers who want to ensure their constituents’ privacy and rights are protected from Facebook’s abuses as it looks to expand its reach. Throughout the hearing, we appreciate that the committee members focused on Facebook’s actions as the basis of their skepticism about Libra, rather than around blockchain technology.
Zuckerberg faced several pointed questions about the company’s cryptocurrency proposal, but many rightly focused their ire on the company’s past actions and asked whether Facebook recognized how its tarnished reputation makes it difficult for consumers to trust it with financial information.
“Do you understand why this record makes us concerned with Facebook entering the cryptocurrency space? Do you realize that you and Facebook have a credibility issue here?” asked Rep. Nydia Velazquez (D-N.Y).
Even Zuckerberg himself recognized that his company’s reputation is far from sparkling. “I get that I’m not the ideal messenger for this right now,” he said.
While Facebook’s cryptocurrency proposals were under the microscope, we were encouraged that several lawmakers made the distinction between the Facebook-backed Libra Association and its Calibra wallet, and the broader worlds of cryptocurrency and blockchain technology.
“I believe distributed, permissionless blockchain technologies have the opportunity to fundamentally change the digital world in very positive ways, and I absolutely want this country to lead,” said Rep. Anthony Gonzalez (R-Ohio). “I believe that is an altogether different statement—and different thing entirely—from what Libra is and what we are talking about today, which I think has a number of contradictions inherent in the project itself.”
We agree. We remain concerned about the implications of Libra, including the serious possibility that reactive legislation to this idea could further harm consumers—and possibly entrench Facebook’s position rather than encourage needed competition and innovation in this space.
As lawmakers continue to consider proposals, we’ve identified a few rules of the road for any policymakers stepping into this space to ensure they minimize the harm to consumers.
- Principle 1: Regulation should not undermine privacy-enhancing innovation in this space. Legislative proposals should ensure that new innovations for defending consumer privacy are allowed to flourish.
- Principle 2: Regulation should not chill future technological innovation that will benefit consumers. The blockchain ecosystem is relatively young. Still, well-established companies—or large companies looking to enter the space—have the resources to employ legal counsel and compliance officers able to navigate regulations at the state, federal, and international levels. We want to ensure that these companies don’t establish themselves and then pull up the ladder behind them.
- Principle 3: regulation should focus on custodial services. It is custodial services—those entities that hold and trade tokens on behalf of users—that are most likely to abuse consumer trust. Any regulation should protect individual miners, merchants who accept cryptocurrencies, and individuals who trade in cryptocurrency as consumers.
- Principle 4: Any regulation should recognize the important role of decentralized exchanges and other decentralized technologies in empowering consumers. Blockchain technologies were built to be resilient and decentralized, and future innovation that advances decentralization – including decentralized exchanges – should be protected.
- Principle 5: Regulations should not punish those who merely write and publish code. EFF fought to establish, and several courts have recognized, that writing code is a form of expressing ideas, similar to other types of communication like writing music or books, and thus is protected by the First Amendment. Any regulation in this space must heavily weigh the First Amendment protections for free speech and must defend the rights of speakers to express themselves.
In this wide-ranging hearing, Zuckerberg also faced questions about Facebook’s effect on the housing sector—in light of the Department of Housing and Urban Development’s decision to charge the company with violating fair housing laws in connection with its housing ads. Facebook in March agreed to new policies for its housing ads as part of a settlement with a number of civil rights groups including the National Fair Housing Alliance and the American Civil Liberties Union.
We agree that Facebook’s alleged actions with respect to housing and ads are wrong. Facebook has the power, the technology and the resources to fix problems on its network, and should design ways to address these problems.

EFF: Patents Are About Sharing Information with the Public. Don’t Shroud Them in Secrecy.
Patents give their owners the power to stop people (and companies) from doing whatever the patent claims as an “invention” for twenty years. But that power doesn’t come for free: it’s a trade. In exchange for the right to sue others to stop using the invention, patent applicants have to disclose enough information about their invention to allow others in the field to make and use it. Encouraging people to share information so that others can use it to make further advances is the whole point of the patent system.
The public can read the information in a patent from the moment it’s published. But for the twenty years of a patent’s term, the owner can sue anyone who uses their invention without their permission. To get permission, members of the public need to know who owns the patent and therefore has the power to control and demand payment for its use. Unfortunately, essential information about patent ownership is often out of the public’s reach. In particular, patent trolls—individuals or companies that make money by threatening to sue instead of developing or commercializing technology—often divide up patent rights between different entities in ways that make it practically impossible to identify the legal owner of a patent. A 2012 study found that notorious patent troll Intellectual Ventures divides its portfolio among over 1000 different shell companies. There are a number of reasons why patent owners might want to keep ownership information secret. For example, doing so might limit fee awards for bad litigation conduct to an entity with no assets, shielding its parent company from the full price of overly aggressive patent enforcement.
Legal documents—primarily, ownership and license agreements—determine whether someone has the right to sue others for infringing a patent. The legal owner of a patent is the only one with the power to exercise the exclusive rights the federal government granted through its issuance. Legal documents that determine patent ownership affect the public’s rights and obligations directly; therefore, they should be available to the public, just like any law or regulation affecting the public.
EFF has long stood up for the principal that public legal information should be available to the public. For example, EFF is representing Public Resource in a fight against copyright holders seeking to limit the public’s access to documents containing technical standards that have been incorporated into law, and therefore determine what the public can and cannot do. We celebrated last year when Congress passed a law making Congressional Research Service reports—reports produced for Congress that directly affect its lawmaking decisions—available to the public.
The fact that patent owners are trying to keep information secret shouldn’t be surprising. EFF has fought repeatedly for the public’s ability to access court documents in patent cases. Too often, patent litigants are able to keep important information affecting the public secret during litigation by asking to file documents under seal. Since the parties on both sides tend to prefer excess secrecy to excess transparency, they rarely challenge each other’s sealing requests. Given the number of disputes judges generally have to resolve at a given time, many (but not all) are inclined to grant unopposed sealing requests instead of digging into the weeds of their own volition.
Given the need for more transparency in patent litigation, EFF routinely monitors court dockets in patent cases. In 2018, we discovered that one of the most active patent trolls in the world, Uniloc, was asking a federal court to keep information about its patent ownership hidden from the public even after that information had been filed with the court, and should therefore have been available to the public.
In 2017, Uniloc filed a wave of patent litigation against Apple and other defendants. In some of those cases, Apple moved to dismiss on the basis that Uniloc does not actually own the patents it is asserting and has no right to sue anyone for using them. But when EFF tried to read Apple’s motion, it found that almost all of Apple’s motion to dismiss was redacted and that all exhibits attached to it were filed under seal. All it could tell was that Apple was arguing that Uniloc had divided up its patent rights in a way that deprived Uniloc of the ownership rights required to bring suit. Uniloc’s aggressive enforcement of its patents gives the public an overwhelming interest in the basic facts about the ownership of Uniloc’s patents. So when EFF discovered the amount of secrecy Uniloc was seeking, it moved to intervene in opposition to Uniloc’s sealing requests on behalf of the public.
At a hearing, the district court judge called out Uniloc’s wildly improper sealing requests, denied all of the sealing requests, and gave Uniloc a short time to appeal before making the documents public. We hoped that would change Uniloc’s approach to sealing, and afterwards, the company did file public versions of some of the sealed documents. But it still sought to hide information that there was no basis to seal, like the names of companies they had licensed. So EFF renewed its motion to intervene and opposed Uniloc’s motion for reconsideration. Two days before the argument on that motion was set to take place, Judge Alsup sent down an order that, again, denied Uniloc’s sealing requests.
Uniloc has appealed that ruling to the Federal Circuit, and EFF has intervened to defend it. Apple too has filed a brief seeking to defend the district court’s decision on narrower grounds. In its opening brief, Uniloc argues that the default rule of public access applies only to court documents that are “relevant to understanding” the court’s decision. But that is not the law: here, the public is presumed to have access to all court filings as long as they are “more than tangentially related” to the merits of the case.
Uniloc’s approach turns the presumption of public access on its head by taking the burden of justifying secrecy in U.S. courts off the shoulders of the party seeking secrecy, and instead forcing the public to justify its request to apply the default rule. This approach is also fundamentally unfair. The public cannot see documents under seal; the party litigants can, and therefore have all the information they need to explain why secrecy is necessary. They should be the ones to do so—not the public, which would otherwise have to prove the relevance of what it cannot see.
As our brief argues, the presumption of public access to court records and proceedings is fundamental to our court system and our representative government. The effect of letting patent owners like Uniloc chip away at that default rule will not be limited to patent cases; a decision endorsing its unreasonable sealing requests will be fodder for litigants in any kind of case to seek more secrecy than ever. That will undermine the transparency our public institutions—including courts and the patent office—need to remain accountable to the public.
